What is cashback in a casino?

$1000 is the most anyone can receive in a single week.
There is a second condition sitting next to the loss, and it is easy to read past. Your total stakes for the week also have to be more than $10. Both things have to be true together, so a week with $8 of stakes pays you nothing even if all of it was lost.

What do you need to do to get it?

Step 4 is where the money disappears. Nothing is credited by itself, and if you never open that page, nothing happens at all.

What is a bonus balance, and why does it matter here?
Your account holds two separate pots of money, and the difference between them decides what cashback is really worth to you.
The real balance is your own money. You paid it in, and you can take it out.

Mostbet does not publish the wagering figure for cashback anywhere in the rules of the promotion. The condition travels with the bonus and shows up in your account after the money is credited, so that is where you read it. Several websites state a fixed multiplier for this offer. Your own money is always spent first. Every bet comes off the real balance while there is anything left on it, and the bonus money only starts working once the real balance reaches zero. Asking to withdraw money deletes the bonus balance. Request a payout while the cashback is still unwagered and the cashback is gone. If the payout request is then refused for some reason, your own money comes back to you, but the bonus does not.

Which games and which bets count?
The rules never name the games. They send you to a block called "How to Get Cashback" on the promotion page, and only what is listed there counts.
