Yes, within the limits of an offshore licence. Betwinner (betwinner2.com) is operated by Prevailer B.V. (registration No. 149548, Chuchubiweg 17, Willemstad, Curaçao) and holds licence No. OGL/2024/341/0759, issued by the Curaçao Gaming Authority under the National Ordinance on Games of Chance (P.B. 2024, no. 157). The licence was granted on 28 March 2025 — the "2024" in the number refers to the year the application entered the register under the new ordinance — and its current status is active.

Payment processing is handled by a Cyprus-registered billing agent, Harbesina Ltd (registration No. HE405135, Limassol, Cyprus), so a card statement may show a Cypriot entity rather than the brand name. All of this is published in the site footer and can be checked with the regulator.

The licence itself is a meaningful upgrade. Betwinner previously operated under Curaçao's old master-licence system (the 8048/JAZ sub-licence via Antillephone N.V. that older reviews still cite); the OGL number means the operator passed the island's reformed 2024 framework, which added direct regulatory oversight and a public licence register. How do you place a bet?

Once your account is active, a bet takes four steps:

The numbers show one clear pattern: the margin barely moves. A top international football match priced at 5.5%, and so did a group-stage Dota 2 match measured minutes later.

The flat model has two consequences. On top football, low-margin bookmakers offer 4–4.5% or better on match day, so serious football bettors will find stronger prices elsewhere. But on tennis, volleyball, esports and other secondary markets, many competitors raise margins to 8–12%. Football (66 live events), table tennis (40), tennis (38), basketball (35) and cricket (21) led the list, with esports running around the clock.

The live interface works well: odds refresh without page reloads, detailed score and statistics widgets sit next to each match, and a Multi-LIVE view lets you track several events at once. Markets lock briefly during key moments — shown with padlock icons — and reopen once the line recalculates, which is standard practice.

Live streams are available to logged-in users only, and the live section applies tighter maximum-bet limits than pre-match.

The measured live margin stayed inside the same flat range as pre-match: FIVB volleyball at 5.4%, live Dota 2 at 5.3–5.6%. Betwinner does not add the usual live surcharge, which matters more for in-play bettors than any interface feature.

Casino: games and providers

One more note on the poker room: earlier versions of this review found the section dead, but in 2026 it is live again under the Legion Poker brand with tournament and cash play against other users.

The sports bonus is the realistic one. A x5 rollover in 30 days on three-leg accumulators at odds from 1.40 is achievable for a regular bettor, and the minimum deposit of about $1 is among the lowest in the segment.

Three things keep the score at 6.5/10. The ban on bonuses for crypto deposits is the harshest version of that policy we have seen, and it works directly against the platform's own biggest strength.
